Joe Mills (born Matthew Stott 14 June 1972) is a British actor, voice actor, sports broadcaster and writer who has worked on various shows in the UK.

He is the son of the late Labour Party MP Roger Stott.

As of 2014 he joined the voice cast of Thomas & Friends voicing the characters of Douglas, Oliver, and Toad in the UK and the US, and took over role of Rob Rackstraw of the voice of Donald in the UK and the US.
